The Defense Department is reviewing its decision and may decide not to base a Navy battleship and support ships on Staten Island, N.Y., in part because Defense Secretary Caspar W. Weinberger is irritated that opposition has arisen over nuclear weapons that the vessels might carry, a spokesman said. “The military has always prided itself in being good neighbors,” Assistant Secretary Michael Burch said. “We feel that we contribute significantly to the economic and social well-being of any community where we’re present.”
