Legal battles have plunged the overdue California lottery into uncertainty about who will print the first 700 million tickets. California’s supplier, Georgia-based Scientific Games Inc., insisted that a court fight with its printer will not delay delivery of the tickets beginning in mid-August. The company admitteds that until the struggle is settled, it will not know whether the tickets will be produced in its new $6-million plant in the Santa Clara Valley community of Gilroy or by its printer, Dittler Brothers Inc. of Atlanta. Scientific Games, a subsidiary of Bally Manufacturing Corp., could face up to $250 million in penalties if it fails to deliver tickets in time for the scheduled fall start-up.
