Frank Richardson, a retired California Supreme Court justice who was solicitor of the Interior Department for the past two years, has resigned to return to California. Richardson, who will be 72 next month, said in his letter of resignation to Interior Secretary Donald P. Hodel he had decided to “terminate my actual professional career” primarily because of “continuing family responsibilities” in California. Richardson served 12 years on the California high court before retiring in 1983.
