Canada Restores Aid to Salvador, Sees Progress

OTTAWA — Canada has decided to restore its aid program to El Salvador because of improvements in the Central American country’s human rights record, External Affairs Minister Joe Clark said Wednesday.
Canada halted aid to El Salvador at the height of the attacks by right-wing death squads in that country in 1981. Asked to explain the decision to restore Canada’s aid program, Clark replied: “There was a reason to stop and now there is a reason to start. . . . We believe that progress has been made.”
Canada intends to create an $18 million (Canadian) line of credit with El Salvador.
