City’s AIDS Ordinance

I wonder when our officials are going to do something to protect citizens who do not have AIDS? Little is known about the disease, but the council passes laws that seem to help spread it. I think there should be centers for treatment and housing of AIDS victims like those for the treatment of other communicable diseases.
It appears that isolation is the only way to halt the spread until a vaccine is found, which may take years. In the meantime, how many more innocent people will be exposed and possibly die?
