Texas motorists were required to buckle up, and shoppers were able to buy 42 items for the first time in 24 years as laws requiring the use of seat belts and repealing the state’s blue law went into effect. The seat belt law is expected to prevent more than 1,000 traffic deaths annually. State officials, facing a tight budget, said the new Sunday business would add between $24 million and $40 million annually to sales tax revenues.
