Encino-based Independence Bank was sold.

The bank was bought by Ghaith R. Pharaon, a Saudi Arabian financier, from a group of Hong Kong businessmen. Terms were not disclosed, but one source familiar with the negotiations put the purchase price at $23 million. In a news release, Independence Bank said there are no plans to “introduce fundamental changes in the management or the policies of the bank.”
