Rules on Smoking Adopted: The City Council, which recently heard emotional pleas for a smoking ordinance, has voted to regulate smoking in both public places and private businesses. The council voted Monday night for an ordinance that requires public places and restaurants, cinemas, offices and other private workplaces to set up non-smoking areas. The ordinance is tougher than ones recently adopted by the county and several cities, which have asked businesses through their respective chambers of commerce to come up with their own programs.
