An environmental impact report is being prepared in connection with the reconstruction of the pier and the breakwater. It will consider ocean life, air quality, land use, parking and circulation, among other subjects.
Plans call for reconstruction of the western end of the pier in concrete with a structurally independent lower deck. Sections of the Newcomb Pier lost in a 1983 storm will also be rebuilt in concrete. The breakwater will be stabilized and extended 300 feet to the south.
