Rubin Weprin, former executive vice president and chief operating officer of Westmark Savings Bank in Newport Beach, has been named executive vice president and chief financial officer of Beverly Hills Savings, a federal S&L; in Mission Viejo. He takes over a post that had been vacant since April, when federal regulators took over the troubled institution and brought in a management team from First Nationwide Savings to run the operation.
