Philadelphia Mayor W. Wilson Goode disclosed a plan to reorganize the city’s police department, saying his first goal was to hire a new police commissioner to replace Gregore J. Sambor, who resigned last week. Sambor was criticized for the department’s handling of the fiery May 13 conflict with the radical group MOVE that left 11 members dead and destroyed 61 houses.
