Justices Weaken Agency Shop

WASHINGTON — The Supreme Court today made it harder for public employee unions to collect dues from non-members, ruling that unions must justify the so-called agency shop fees and set up systems for challenging their collection.
The unanimous decision affirms a federal appeals court ruling that struck down certain provisions of an agency shop agreement between the Chicago Board of Education and the Chicago Teachers Union.
