Watergate burglar Frank A. Sturgis asked a federal court in Washington to reopen his case and clear his name on grounds that prosecutors withheld information that should have reduced the severity of the charges to which he pleaded guilty 13 years ago. Sturgis, who already has served a federal prison term for burglary and wiretapping, based his petition on recent disclosures that the FBI never found solid evidence that the telephones at the Democratic National Committee were bugged.
