KUALA LUMPUR, Malaysia — Telecommunications Minister Datuk Leo Moggie called Malaysia’s millionth telephone subscriber today--and got a wrong number. As cameras rolled and reporters watched, Moggie got through to a police station instead of a teacher in Sarawak, who had been promised a year’s free phone use.
