The World : Salvador Plans to Rebuild

Gen. Adolfo Blandon, head of the Salvadoran joint chiefs of staff, announced a plan to rebuild and repopulate strategic areas of the country, currently in its sixth year of civil war. The goals of the U.S.-backed plan are to rout anti-government guerrillas from key areas of the country, install armed civilian defense groups and, after securing the area, to restore public works and services destroyed by the war. Blandon said the U.S. Agency for International Development would be the principal source of funding for the program, dubbed “United to Reconstruct.” It is the second sweeping counterinsurgency plan presented in three years.
