Backers of a movement to create a new city made up of Boston’s minority neighborhoods called on Massachusetts Gov. Michael S. Dukakis to set up a commission to investigate the financial viability of the proposal. The proposal to create a city known as Mandela--named for jailed South African black revolutionary Nelson Mandela--out of the neighborhoods of Roxbury, Dorchester, the South End and several others is on the November ballot as a local referendum in the 10 representative districts involved.
