The Soviet Union is pressing ahead with a vigorous military modernization program while the U.S. defense buildup is flagging, the London-based International Institute for Strategic Studies said. In its annual survey, “The Military Balance 1986-87,” the institute says the failure by the superpowers to agree on arms reductions at the Reykjavik summit gave new importance to their current military programs. The institute said that while the Soviets are maintaining their military procurement and research efforts, U.S. military programs are facing the need for deep budget cuts.
