Robert A. Skinner, Ex-MWD Chief, Dies

Robert A. Skinner, general manager of the Metropolitan Water District during its most ambitious expansion program, died Sunday at age 91.
He served as general manager from 1962 to 1967, a period in which MWD completed its $1.3-billion program to bring water from Northern California through the State Water Project.
The contract he negotiated for the delivery of 2 billion gallons a year from the state became a prototype for other agencies getting water from the project.
Skinner joined MWD as an assistant engineer in 1933 after Navy service in World War I and several years with a firm constructing a power plant on the Feather River.
He subsequently became office engineer, assistant chief engineer and then general manager.
