West Virginia Auditor Glen Gainer resumed processing welfare checks after Gov. Arch A. Moore Jr. threatened to remove him from office, but he insists that the state does not have enough money to pay its bills. Moore, incensed at what he contends is a Democratic scheme to embarrass him, said more than $40 million is available to meet day-to-day expenses. But Gainer said that the Republican governor is counting money he cannot legally spend. Officials said that half of the $40 million was appropriated for continuing projects, and half is last year’s surplus, which has not been appropriated.
