U.S. Explains Why to WHO

GENEVA — The United States said today it withheld its 1986 contribution to the World Health Organization because it is short of funds for international bodies and gave priority to those in financial trouble.
U.S. delegate Neil Boyer was in Geneva to explain to WHO’s executive board why Washington did not pay its $62.8-million share of the U.N. agency’s 1986 budget of $247.4 million. The 31-member board began a two-week meeting today. Boyer said money appropriated for contributions to 46 international groups was far below what was needed.
