Blue Cross of California laid off 65 more workers.

The layoffs, based mostly in Oakland, are part of its continuing budget cutbacks, the state’s largest health insurance company said. In addition, Blue Cross reported that it has deferred raises for about 1,800 salaried employees to Nov. 1 from March 1. The firm also said it will move its headquarters from Oakland to existing facilities in Woodland Hills, but corporate functions will remain divided between both places, and the shift will move only 40 jobs south. The insurer added that it will move 800 workers from Woodland Hills to Thousand Oaks in April.
