French President Francois Mitterrand plans to visit Canada in May, the first official visit by a French president in 20 years. French External Relations Minister Jean-Bernard Raimond said Mitterrand will visit Quebec and Ottawa. French Premier Jacques Chirac was to visit the country this month but postponed the trip because of labor unrest at home. Meanwhile, in Ottawa, Canadian and French negotiators reported no progress in talks to settle a dispute over territorial and fishing rights around the French islands of St. Pierre and Miquelon, which lie southwest of Newfoundland.
