Bechtel Civil, a member of the San Francisco-based Bechtel Group, signed a $200,000 contract to provide consulting services for the $8-billion Kansai International Airport project. Kansai has been a focal point of a U.S.-Japan trade dispute in which Washington has charged that foreigners are virtually locked out of an estimated $61 billion of Japanese public works projects. Bechtel is the first foreign contractor for the airport.
