An engineer testified at the bribery trial of the former governor of Guam, an American territory, that he gave the defendant $60,000 in payments on behalf of Japanese investors who were seeking to establish a scrap metal business on the island. Johnny P. Carpio told the U.S. District Court in Agana that he gave former Gov. Ricardo J. Bordallo the money in three installments between 1984 and 1986. Bordallo, a Democrat who left office earlier this month after losing his bid for a third term, was charged with 17 counts of fraud, bribery, extortion, witness tampering, accepting an illegal gratuity and obstruction of justice. He faces 195 years in prison and $4.25 million in fines.
