The United States, after consulting with five allied nations--Belgium, the Netherlands, Britain, West Germany and Italy--is ready to make specific proposals soon to the Soviet Union for verifying a proposed treaty on eliminating medium-range nuclear missiles from Europe, the State Department said. It did not provide details of the discussions. All the allied nations involved provide U.S. missile sites that would be dismantled under the proposed treaty. Meanwhile, U.S.-Soviet arms control talks resumed in Geneva, and U.S. Ambassador Max M. Kampelman said he hopes to reach an agreement with Moscow by the end of the year.
