A judge blocked New York City’s plan to burn and bury garbage from a wandering barge until a trial is held on complaints that incinerating the trash might pose a health hazard. Judge William T. Bellard granted a preliminary injunction requested by the New York Public Interest Research Group, Brooklyn Borough President Howard Golden and others. The barge, carrying 3,128 tons of trash, had traveled up and down the East Coast looking for a dump site that would take the garbage.
