Gov. Deukmejian’s Cuts on Health and School Funds

We urgently need a state constitutional amendment demanding that the state superintendent of public instruction and the governor cease hostilities. It sounds absurd, but until peace is restored chaos will reign in public education. Proposals for schools will not be judged on their own merits but in light of the constant feuding. Innocent programs such as Miller-Unruh reading, school improvement, economic impact aid, and Native-American education have already been caught in the cross fire. It is no longer a question of what is best for students, but rather what will defeat the opponent. This is not education; this is war.
