A mandatory ride-sharing program for companies with more than 100 employees is expected to be considered Friday at a public hearing of the South Coast Air Quality Management District in El Monte. Stan Oftelie, executive director of the Orange County Transportation Commission, is expected to testify on behalf of an exemption for Orange County employees. OCTC officials say they are seeking the exemption to give voluntary efforts organized by the commission a chance to work.
