The average inflation rate in the European Community will be 3.4% this year, up from 2.9% in 1986, the EEC’s statistics agency Eurostat estimated. Eurostat said consumer prices in the 12 EEC nations rose 0.2% in November from October. They were up 3.4% from November, 1986.
