U.S.-backed Contras sabotaged a power line and blacked out parts of Nicaragua’s capital while an international commission was meeting there to monitor the Sandinista government’s compliance with the Central American peace plan. Nicaraguan officials said several districts of Managua were affected, and electric power still was being rationed when the fact-finding commission moved on later to El Salvador. Government sources said the Contras also attempted to sever a highway linking the northern cities of Matagalpa and Jinotega, killing four soldiers. At least 10 Contras also were killed, the sources said.
