James R. (Jim) Fiebiger has been named president and chief operating officer of VLSI Technology Inc. in San Jose. He replaces Henri Jarrat, who announced his resignation in December. Fiebiger, 46, resigned in November from his position as president and chief executive of Thomson Components-Mostek Corp. in Dallas.
