Care Enterprises said its board has determined that it is not in the best interests of the Tustin company to negotiate with Ralph Hazelbaker regarding the sale of any of its facilities. Paradigm Corp., of which Hazelbaker is president, offered $18.7 million earlier this week for the assets of Care’s Americare Corp., which was founded by Hazelbaker.
