American envoy Chester A. Crocker met Angolan officials in the latest bid to forge an agreement on independence for Namibia and withdrawal of Cuban troops from Angola. For Crocker, assistant secretary of state for African affairs, it was his third visit to Angola in six months. The complex and long-stalled negotiations have been further complicated by a two-week-old siege of a strategic town in southeastern Angola by South African-backed rebels. The United States has been pressing for a Cuban pullout, but the Angolan government says it needs the Cuban troops to help resist South African military pressure.
