Secretary of State George P. Shultz headed for Geneva for today’s signing of the Afghan settlement under which an estimated 115,000 Soviet troops are to begin withdrawing May 15. His Soviet counterpart, Foreign Minister Eduard A. Shevardnadze, will also be on hand. The two superpowers are to act as guarantors of future non-interference in a neutral Afghanistan. The United States has said it will continue supplying arms to the Afghan guerrillas if the Soviets continue their military aid to the Kabul government. Also signing the accord will be Afghanistan and neighboring Pakistan.
