WASHINGTON — President Reagan plans to nominate Wendy Monson DeMocker, a government press secretary, as an assistant secretary of transportation, the White House announced Tuesday. DeMocker, 30, would succeed Dale A. Petroskey as assistant secretary for public affairs.
