Employers plan to do more hiring in the third quarter than at any time in the past decade, partly because of strong seasonal demand in the construction and service industries, according to a survey by Manpower Inc., a company that supplies temporary employees. About 31% of the nearly 14,000 public and private employers surveyed will add jobs while only 6% plan to cut payrolls, the survey found. Western states, like those in the South, appear to be making a strong recovery from the employment slump caused by a long recession in the energy industry.
