Minnesota’s Twin Cities, Minneapolis and St. Paul, have been selected as hosts for the 1991 Summer Special Olympic Games. The budget for the 1991 games is estimated to be about $8 million, $3 million more than that of the 1987 international competition held in South Bend, Ind.
