Afghan guerrillas claimed they have captured the second provincial capital in two weeks. The rebels’ Afghan News Agency said in an unconfirmed report that Soviet and Afghan government troops Sunday retreated from Maidan Shahr, provincial capital of Wardak province, southwest of Kabul. The guerrillas seized the first provincial capital, Kalat in southeastern Zabul province, on June 18.
