An illegal dump containing soiled disposable diapers might have caused a bacterial outbreak that sickened several people last week and forced closure of a river swimming hole in Visalia, a Tulare County health official said. Mounds of illegally dumped trash mark a stretch of the St. Johns River. “In the last few months, it’s gotten incredible,” said Rick Tomlinson, who lives downstream from the heap of couches, refrigerators, cans, car parts, tree trimmings and disposable diapers.
