U.N. Secretary General Javier Perez de Cuellar left Angola optimistic that the U.N. plan for peace in southern Africa will soon be carried out, the official Angolan news agency said. Perez de Cuellar conferred last week with South African President Pieter W. Botha and Angolan President Jose Eduardo dos Santos to discuss the question of independence for Namibia, administered by South Africa, and the related question of the Angolan conflict. He said he hopes the United Nations can begin on Nov. 1 to implement its long-delayed plan for Namibian independence, the Angolan news agency Angop reported.
