Southeast Asian officials met in Jakarta, Indonesia, but failed to agree on a plan to end the 10-year-old Cambodian conflict. Participants said they will meet again in December. The main stumbling block at the four-day meeting reportedly was Vietnam’s insistence on linking its promised withdrawal of troops from Cambodia with barring the brutal Khmer Rouge from returning to power in Cambodia and with halting arms aid to the Cambodian guerrillas. Attending the Jakarta meeting were officials of Vietnam, Laos and the warring Cambodian factions, along with representatives of Indonesia, Malaysia, the Philippines, Singapore, Brunei and Thailand.
