‘Power Showers’ and Water Conservation

I was under the impression that we were having a drought and that we were all supposed to conserve on water. I just had to replace my old water-saving head with a new one “made in Taiwan.” Is the drought only in Los Angeles or must we conserve so our rich neighbors in Beverly Hills can splurge?
