Afghanistan said the 15-week-old guerrilla siege of Jalalabad has ended with a government victory and that troops are pushing the insurgents toward Pakistan. Guerrilla leaders, however, denied that the bloodiest battle in the decade-long war was over, and there was no way to verify either claim.
