Mexico Nearer Deal on Debt: Mexico and the negotiating committee for its creditor banks cleared the final hurdles to a landmark agreement to provide the country with up to $3 billion a year in debt relief, paving the way to sell the accord to 450 creditor banks. The accord marks the first time since the debt crisis erupted seven years ago that banks have agreed to write off loans to a Third World country on such a large scale.
