NATION IN BRIEF - NATIONWIDE - U.S. Releases Rules for JOBS Program

The federal government issued rules that states must follow in setting up required education, training and work programs to help welfare recipients become self-sufficient. Under a $3.7-billion JOBS program, states must bring 20% of their Aid to Families with Dependent Children caseload into the plan by 1994. Nationally, 3.7 million families receive such aid. The rules require that one parent in a two-parent family work at least 16 hours a week. Single parents must participate in job and training programs, and teen-age parents must finish high school. States must guarantee child care.
