NATION IN BRIEF : NEW YORK : Houston Chief Will Head N.Y. City Police

Houston Police Chief Lee Brown will become head of the New York City Police Department on Jan. 22, Mayor-elect David N. Dinkins announced. Brown, who in 1982 became Houston’s first black police chief, has been credited with easing racial friction there. But Houston’s force recently has been accused of racism, corruption and questionable shootings. In taking over the 26,000-officer New York force, Brown will have to cope with a city convulsed by drug-related crime and a soaring murder rate.
