Insurer Sues Over Proposition 103: Metropolitan Property & Liability Insurance Co. filed suit Thursday against state Insurance Commissioner Roxani M. Gillespie seeking to overturn her regulations enacting the Proposition 103 rate-cutting initiative. The suit seeks to stop her from enforcing the freeze on car insurance rates or the emergency regulations issued last December as “unconstitutional, void and unenforceable.” Metropolitan says its auto insurance rates were 20% to 40% lower than those of major companies before Gillespie imposed the freeze in October.
