Nation : Ex-Envoy Ineligible for N.Y. Race

ALBANY, N.Y. — A state appeals court ruled today that Evan Galbraith, a former U.S. ambassador to France, cannot run as a Republican challenger to Gov. Mario M. Cuomo’s expected reelection bid this year.
The Appellate Division of state Supreme Court ruled 5 to 0 that Galbraith did not meet the state’s five-year residency requirement.
Galbraith, 61, is a wealthy international financier who lives in Manhattan. He has lived off and on in New York City since 1957, but was living in suburban Greenwich, Conn., in 1981 when he was named ambassador.
New York Republicans have thus far been unable to come up with a major candidate to challenge Cuomo, considered a potential 1992 Democratic presidential contender.
