Ex-Trader Settles SEC Charges: A former Merrill Lynch & Co. trader who allegedly helped create one of Wall Street’s biggest trading fiascoes in 1987 settled civil charges filed by the Securities and Exchange Commission on the transactions. Without admitting or denying the allegations, Howard Rubin settled charges that he failed to report a $500-million trade in mortgage-backed securities.
