BOATS: Landlocked Costa Mesa was a major California center for boat building until soaring property values and environmental regulations pushed the industry out. . . . But many boats still are made in the county (D5). On display when the Anaheim Boat Show opens today: “Boat in a Bag,” an inflatable contained in a sack. Its manufacturer, Elco Marine of Santa Ana, says it’s used mostly for pulling water skiers.
